Preliminary construction work has begun on the long sought Constantine by-pass.   The project will take U.S. 131 around the border town instead of through it, where the highway is required to take a sharp turn, creating something of a bottle neck for traffic to and from Indiana.

While some in Constantine fear it will hurt downtown businesses, others say it could improve business in the rest of the region.
